The Federal Government has commenced construction of 2,000 Renewed Hope Housing Units in Ibeju-Lekki, Lagos State, under a public-private partnership aimed at expanding access to affordable homeownership.
The Minister of Housing and Urban Development, Dr Muttaqha Rabe Darma, performed the groundbreaking ceremony on Friday, October 30, 2026, at Lekki Aviation Town.
Speaking at the event, Darma said the project would expand homeownership, create jobs and support sustainable urban development under President Bola Tinubu’s Renewed Hope Agenda.
He explained that the ministry’s housing strategy rests on four pillars: increasing housing supply, improving access to mortgage finance, strengthening private-sector partnerships and promoting evidence-based policymaking.
Harmony Gardens, Metroscape Partner Federal Government
The 2,000-unit housing development is being executed through a partnership involving Harmony Gardens and Estate Development Limited and Metroscape Development Company Limited.
According to the minister, the project demonstrates how government can mobilise private capital, land and expertise to deliver housing at scale.
The estate will feature two-bedroom and three-bedroom homes in Ibeju-Lekki, an emerging economic corridor supported by developments such as the Dangote Refinery, Lekki Deep Sea Port and Lekki Free Trade Zone.
Darma also called for stronger regulation of Nigeria’s built environment, warning that effective oversight could help prevent building collapses and other challenges affecting the construction industry.
He disclosed that the ministry was working towards harmonising its agencies to improve coordination and expand access to mortgage financing.
“A house is only truly accessible when a Nigerian can obtain financing on terms consistent with his income,” the minister said.
He urged Harmony Gardens and other contractors involved in the development to maintain high safety standards and environmental responsibility.
According to him, the project’s success would depend on the timely delivery of quality and affordable homes rather than the groundbreaking ceremony.
Lagos Government Welcomes Housing Investment
Representing Lagos State Governor Babajide Sanwo-Olu, Prince Bayo Balogun commended Harmony Gardens for its contributions to development in Lagos, particularly Ibeju-Lekki.
He described the company as both an investor and a philanthropist.
Balogun also welcomed the Federal Government’s 2,000-unit housing initiative and called on more private investors to partner with Lagos State in addressing its housing needs.
He noted that the state’s growing population had increased demand for residential accommodation.
House Committee Chairman Calls For Integrated Planning
The Chairman of the House of Representatives Committee on Urban Development and Regional Planning, Awaji Inombek Abiante, urged the ministry and its private partners to adopt integrated planning in delivering the housing estate.
He warned that housing developments should not create additional challenges involving transportation, markets and access to essential services.
Abiante stressed the importance of planning supporting infrastructure alongside residential construction to ensure the development serves future residents effectively.
Ministry Promises Oversight And Quality Assurance
Earlier, the Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr Shuaib Belgore, described the project as an important step in the government’s efforts to provide decent, safe and affordable housing.
He commended the private-sector partners for their commitment and called for timely delivery of a sustainable residential community.
Belgore also assured stakeholders that the ministry would provide institutional oversight and quality assurance throughout the project.
Harmony Gardens Announces N100,000 Initial Deposit Option
The Chief Executive Officer of Harmony Gardens and Estate Development Limited, Dr Abdullahi Saheed Mosadoluwa, commended President Tinubu for supporting initiatives aimed at expanding homeownership.
He said Nigerians could begin the homeownership process with an initial deposit of ₦100,000, with payments spread over 25 years through the Federal Mortgage Bank of Nigeria.
According to Mosadoluwa, the arrangement is intended to make homeownership more accessible to teachers, police officers, nurses, civil servants, young entrepreneurs and Nigerians in the diaspora.
The Federal Government’s housing initiative is part of its broader effort to increase housing supply through partnerships with private developers and improve access to mortgage financing.
The ceremony concluded with a vote of thanks from the Director of Public Buildings, QS Samuel Pemi Temitope, who commended the private-sector partners and expressed optimism about the project’s timely completion.
