The Ad hoc Committee of the House of Representatives investigating agricultural subsidies, intervention funds, and aid programmes from 2015 to 2025 has expressed frustration over repeated disregard for parliamentary invitations by key government agencies and financial institutions.
During a resumed hearing on Wednesday, the committee directed NIRSAL Microfinance Bank, the Central Bank of Nigeria (CBN), SunTrust Bank, Stanbic IBTC Bank, and the National Bureau of Statistics (NBS) to appear before it without fail. The panel warned that further non-compliance would prompt it to invoke constitutional provisions to compel attendance.
Committee Chairman Hon. Jamo Aminu issued the directive after several invited institutions failed to honour previous invitations despite multiple notices.
“It is disheartening that despite repeated invitations from the House of Representatives, some agencies—including those linked to the United Nations system—have refused to appear or ignored this investigative process. On this premise, I am constrained to move a motion to compel NIRSAL MFB, CBN, SunTrust Bank, Stanbic IBTC Bank, and NBS to appear before this committee,” Aminu stated.
The House is investigating trillions of naira allegedly expended on agricultural intervention programmes implemented by the federal government and CBN between 2015 and September 2025.
The probe covers major initiatives such as the Anchor Borrowers’ Programme (ABP), the Agribusiness/Small and Medium Enterprise Investment Scheme (AGSMEIS), and other federal agricultural support schemes.
